CEM Professor Frances Plimmer has been appointed by CLGE and GE as a Code of Conduct expert.

Professor Frances Plimmer, Chartered Surveyor, lecturer and senior researcher at the College of Estate Management (CEM), the leading provider of practical distance learning for real estate and construction professionals, has been appointed by The Council of European Geodetic Surveyors (Comité de Liaison des Géomètres Européens - CLGE) and GE (Geometres Europeens) to create a Code of Conduct for European Surveyors.
Professor Plimmer’s PhD thesis was related to the mutual recognition* of professional qualifications for surveyors, and, in the past, she has undertaken research and produced publications sponsored by CLGE and FIG comparing the qualifications in surveying and the process of mutual recognition of professional qualifications.
CLGE GE intends to adopt the Code of Conduct before 2010. Underpinning the code is the drive by the EU to demonstrate the quality of services provided in Europe and the fact that the work of the European Surveyor is fundamental to the provision, maintenance and enhancement of the economic, physical and social setting in which all human activities take place. In this way, European Surveyors make a unique and vital contribution to the quality of life for all European citizens.

The code of Conduct is created in accordance with Article 37 of the Directive on Services in the Internal Market (2006/123/EC). The Code of Conduct is designed (amongst other things) to facilitate the provision of services and the establishment of surveyors in other Member States.
* Mutual Recognition is a process by which anyone with a professional qualification can take that qualification to another country and use it to get that country's professional qualification without having to requalify from scratch.
